NYC DCWP Amended Debt Collection Rules Effective January 1, 2027
In the July 13 Bulletin, we provided a brief overview of the New York City Department of Consumer and Work Protection (NYC DCWP) amended debt collection rules which were set to go into effect at the end of the summer. Since that time, the NYC DCWP has announced these debt collection rules will now have a compliance effective date of January 1, 2027, to provide the industry with additional time to operationalize these new requirements.
Non-Escrowed Insurance Premium Boarding Requirement
To align with industry standards and meet investor requirements, Cenlar is requesting that all clients discontinue the practice of boarding non-escrowed insurance premiums as $1.00. Effective with this change, clients should board the actual premium amount reflected in the insurance policy.
There is no change to the payment type designation for non-escrowed insurance lines. These premiums should continue to be boarded using Payment Type Code 7.
To support this requirement, Cenlar will update the XML boarding process to generate a warning message when a non-escrowed insurance premium of $1.00 is submitted. This warning is intended to identify an unexpected value and serve as a reminder to verify the premium amount. The warning will not reject the loan boarding transaction.
Cenlar’s target implementation date for this change is October 1, 2026.

Enhanced MFA Implementation – CenNet Registration
To strengthen homeowner security, we implemented Enhanced Multi-Factor Authentication (MFA) during CenNet registration for non SSO clients. Deployment was completed on August 7.
At registration, homeowners will receive a one-time passcode at the email address or phone number on record in MSP. If MFA is successful, they will gain access to their online account. The previous option for homeowners to also utilize their phone number has been removed.
If MFA fails, we have also enhanced the identify verification process, which will now occur via Lexis Nexis, integrated into the CenNet Registration chat bot. Homeowners will answer knowledge-based questions (e.g., previous addresses or vehicle ownership). Once verified, they will be connected to a live chat agent who will update their information and enable registration.
If they cannot successfully answer the questions, they will be connected to a live agent who will request a picture ID upload via chat to update their information and enable registration.
This process ensures robust identity verification and reduces the risk of fraud and identity theft.
