New Regulatory Compliance Policy Statement Manual
To our valued Clients:
Cenlar’s Compliance Department will soon introduce a newly created resource for you: the Regulatory Compliance Policy Statement Manual.
This document consolidates the 15 consumer financial protection laws listed below, conveniently in one comprehensive manual for ease of use. Information that is common to all policies have been streamlined for a more concise version. We will review this manual annually, replacing the practice of having multiple staggered policy updates throughout the year. The individual policies currently available in our existing repositories (PolicyTech and CenAccess) will be replaced with this manual by mid-June 2024.
The included laws are:
1. Electronic Funds Transfer Act (“EFTA”)
2. Equal Credit Opportunity Act (“ECOA”)
3. Electronic Signatures in Global and National Commerce Act (“E-Sign”)
4. Fair Credit Reporting Act (“FCRA”)
5. Fair Debt Collection Practices Act (“FDCPA”)
6. Fair Lending and Servicing (American with Disabilities Act (“ADA”)
7. Flood Disaster Protection Act (“FDPA”)
8. Foreign Corrupt Practices Act (“FCPA”)
9. Homeowner’s Protection Act (“HOPA”)
10. Real Estate Settlement Procedures Act (“RESPA”)
11. Secure and Fair Enforcement of Mortgage Licensing Act (“SAFE Act”)
12. Servicemembers Civil Relief Act (“SCRA”)
13. Telephone Consumer Protection Act (“TCPA”)
14. Truth in Lending Act (“TILA”)
15. Unfair, Deceptive, or Abusive Acts or Practices (“UDAAP”)
This change will not affect how we publish and post other non-consumer related policies (BSA/AML, Compliance Management System, Identity Theft Prevention Program, OFAC, Privacy, and Record Retention).

Enhanced User Access Request Form and Process Now In Place
As we continue to streamline our user access management process, we have made several adjustments to the first tab on the user access request form, labeled “System Access”.
These adjustments do not impact the CCM process or its corresponding tab on the user access request form. Please share this information with your CCM administrators, so that they may begin using the new form and process immediately.
You can find the new form on CenAccess at Training & Reference > Cenlar Case Management.
“These enhancements represent the latest in our efforts to put clients first and perpetually strive to fine-tune the experience clients and their homeowners have when working with Cenlar,” said Nick Brett, SVP, Client Management. “We value the feedback and partnership of our clients as we work to better serve them and look forward to more enhancements coming in the future.”
The changes are:
- Column 2: ‘If request type Suspend is selected’
- To suspend access to all client-facing applications, just select ‘All’ from the dropdown. You do not need to enter ‘Yes’ in each of the application columns to indicate which specific applications provisioned to that user need to be removed.
- If only certain applications need to be removed, then select ‘Targeted’ and enter ‘Yes’ in each of the application columns for the specific applications to be suspended.
- We removed the “Department” column on the first tab to help decrease information you need to complete. It still appears on the CCM tab as we need that field completed for that application.
- Column 6: ‘Zone Access’
- We enhanced the guidance in the box to state that all Client zones will be provisioned for all users and that ‘All’ is the field default
The ‘Targeted’ option should only be used for special circumstances with approval from Cenlar. Requests submitted as ‘Targeted’ will be denied.
Juneteenth Observance
Cenlar will be closed on Wednesday, June 19, 2024 in observance of Juneteenth. Any files received on Wednesday, June 19 will be processed the night of Thursday, June 20. Output will be available the morning of Friday, June 21.

Members of the Cenlar team were on hand in New York City last week for the Mortgage Bankers Association’s Secondary and Capital Markets Conference, and we appreciated the opportunity to meet face-to-face with many of our client partners.
